Texas special session called to address flood warning failures and emergency response after Hill Country flooding caused more than 100 deaths.

The National Weather Service says Flash Flood Warnings were issued on July 3 and early July 4 in Texas, giving more than three hours of warning.

Crowds gathered Wednesday at the high school football stadium in Kerrville to sing worship songs and pray for the people who died and remain missing.
