Former New York governor and mayoral candidate Andrew Cuomo on Monday proposed a bill dubbed “Zohran’s Law,” aimed at preventing affluent New Yorkers from occupying rent-stabilised apartments amid what he calls a “historic affordability crisis” in the state.
