President Donald Trump signed a proclamation Friday that would move to extensively overhaul the H-1B visa program, requiring a $100,000 fee for applications in a bid to curb overuse.

Days after announcing the $100,000 visa application fee, the Trump administration proposed an overhaul of the H-1B visa system that would favor workers making more than $100,000. Three-quarters of Penn State’s H-1B visa recipients since 2019 were for jobs with salaries less than $100,000, according to data from an H-1B salary database.

Democrats are eager to hammer Trump on the economy, where his polling is at its lowest point. But Republicans are confident economic sentiment is about to turn in their favor.

The Trump administration is targeting a visa widely used by tech companies and other employers to hire foreign workers.
