The NYPD is stationing officers at Central Business District entry points with patrol cars looking for illegal or obstructed license plates.

Four days into New York City's controversial congestion pricing plan, and police have already busted dozens of drivers trying to figure out ways to cheat the new toll.

Drivers have been paying a toll to travel into the congestion zone in Manhattan since Sunday. Police and the MTA have been making sure people pay. Three drivers were arrested for warrants or serious violations at an action Wednesday afternoon into the evening on the Whitestone Bridge.

With congestion pricing now in effect in NYC, officials are cracking down on obscured license plates, or "ghost plates," to avoid the toll.
