Police identified the man killed in a late-night downtown Portland shooting on Dec. 28 as John C. Frazier, 25, of Portland. Frazier was shot in the 200 block of Southwest Ankeny Street around 11:45 p.m., the Portland Police Bureau said in a statement, and a second person was “seriously injured” during the shooting.
